Dan Backer is the founding attorney of political.law, a premiere campaign finance and political law firm boutique in Alexandria, Virginia. Through his work at Political.Law, and as founder and president of the Coolidge Reagan Foundation, Mr. Backer has served as counsel to more than 40 campaigns & candidates, PACs, and political organizations.  He has filed more than a dozen FEC Advisory Opinion Requests, numerous lawsuits against the FEC, and regularly represents political law clients before the FEC. Most recently, Mr. Backer was Treasurer and Counsel to Great America PAC, the largest pro-Trump Hybrid Super PAC of the 2016 Cycle, as well as Stop Hillary PAC, the most successful anti-Hillary PAC of the cycle.


Mr. Backer is a staunch defender and advocate at the forefront of free speech and associational rights. He was Plaintiffs’ counsel in McCutcheon v FEC (striking aggregate contribution limits, US Supreme Court) and Carey v FEC (Creating the Hybrid PAC, US District Court for the District of Columbia). He is admitted to practice law in both Virginia and the District of Columbia, and before the U.S. Supreme Court, U.S. Court of Appeals for DC, and the US District Courts for the Eastern & Western Districts of Virginia, Western District of Wisconsin, and District of DC. Mr. Backer has a Bachelor’s in Political Science from the University of Massachusetts Amherst, a JD from George Mason University Antonin Scalia School of Law, a Masters Degree in Political Management and Masters Certificate in PAC Management from George Washington University Graduate School of Political Management, and the Professional Lobbying Certificate (PLC) from the American League of Lobbyists. Mr. Backer was a 2014 recipient of the prestigious William F. Buckley Leadership Award of the Young Conservatives Coalition.


Christina Needham is a Senior Associate attorney at political.law. Christina provides strategic advice and guidance to political organizations, non-profits, and businesses on all aspects of federal, state, and local political law. She routinely aids clients on compliance, advisory, and enforcement matters before the Federal Election Commission, Internal Revenue Service, and other administrative agencies. Christina provides legal advisory on the entire life cycle of a variety of tax-exempt organizations and has meaningful experience navigating tax-exemption determinations during a time when non-profits were being unlawfully targeted by the IRS based on political speech and affiliations.


Christina is admitted to practice law in Virginia, Maryland, and the District of Columbia. Christina has a dual bachelor’s degree in Justice Studies and English from North Carolina Wesleyan College and her J.D. from Florida Coastal School of Law.


Caitlin Contestable is Of Counsel to political.law. PLLC where she advises PACs, candidates, non-profits, and political vendors on navigating the legal intricacies of campaign finance and FEC reporting and regulations.  During her career with political.law, Caitlin has prepared and participated in Advisory Opinion Requests, litigation brought against the FEC, and represented clients before the FEC.  Most recently, Caitlin has assisted clients who wish to use the latest texting technologies to communicate with their target audience. Texting is covered by several laws, including the Telephone Consumer Protection Act, which can have catastrophic financial consequences if not executed in a compliant manner. Caitlin works to ensure the firm’s clients are carefully guided through the nuances of the law to execute successful and effective text message campaigns.  


Caitlin received her B.A., cum laude, from the University of Florida, where she double majored in English and Criminology. She received her Juris Doctor from Stetson University, College of Law and is a member of the Maryland Bar. 


Petra Mangini is an Associate Attorney at political.law. Petra is admitted to practice law in New York.


Megan Hergett is an Executive Assistant at political.law. Megan manages the firm’s administrative and billing matters. Megan is a Notary Public commissioned in Virginia and Maryland.
